the Petitioners' application that I should recommend the exten- -sion of their leases, principally for the reason that no con- -sideration is offered by them for the indulgence. But I have put their case fully to you in order that you may have all the facts before you when considering their Petition. The Hongkong and Whampoa Dock Compmy, Limited, is a much older institution than the Taikoo Shipyard and the Directors of the Company would no doubt argue that the two Institutions should be placed on the same footing regarding the tenure of their land.
